Without the power of the Golden Mask, the cabinet decided to activate the forbidden ceremony, in order to summon the ancient devils against the invading enemies. So the Wheel of Fate was started. As a summoning ceremony, the Wheel of Fate would last 49 days, and would result in summoning the ancient devils who had a mystical treaty with the empire. The legend told that the power of the devils was capable of destroying everything. No one doubted that. Unfortunately, it was started too late. Just before the allied forces had destroyed all resistance in the city, Tsu launched the Wheel of Fate ahead of schedule.
