Tower of Wisdom

Tower of Wisdom, or the Sacred Words, consists of all the wisemen and elite minds of races and factions. People wished that when there is disturbance or conflict, the Sacred Words could reconcile and neutralize the situation. But it seems to me that they indulge themselves into spells and the truth of the universe, neglecting all the events around. When the tree races fought, they kept silent. Now the Wraiths are invading, they still remain silent! Maybe it's because I am just a jumpy person. But I really can't imagine how this is possible!
