Go collect 5 Depleted Energy Crystals from the sea near the White Sand Beach, then report to the Elder of the City of Raging Tides.

Conversations
The City of Raging Tides gets its power by using Energy Crystals from the sea. The Tideborn extract the energy from the crystals and store it in a tangible form. Once the Crystals have been depleted, they must be removed to make room for new ones to grow. Travel to White Sand Beach and clear the ocean floor of some Depleted Energy Crystals. You will need your strength to accomplish this as they are very large and heavy.
